Who is ENISA — and why does it matter for your visa?

ENISA (Empresa Nacional de Innovación) is a public company under Spain's Ministry of Industry and Tourism. It was founded to support innovative Spanish companies through participatory loans — but since the entry into force of the Startup Law in 2023, it has taken on a second, equally important role: it is now the sole authority responsible for evaluating entrepreneur visa applications from non-EU nationals.

What this means in practice: before the Spanish immigration authority can grant you a residence permit, ENISA must issue a favourable report confirming that your project is innovative, scalable, and of economic interest to Spain. Without that report, the visa process cannot proceed.
